[Notes:wide of bldg, pan up]The climber made it to the 11th floor before descending to a lower floor and spending some time making c ell phone calls and talking to police. It's almost like...I don't know...unbelievable."[Notes:various of bldg exteriors]The outside of the building is covered with slats that allow a person to climb the tower like a ladder. A spokeswoman for the newspaper says the company will look into how Wednesday's climber managed to get around obstacles put in place after two men climbed the building last month. ___ ___, The Associated Press
