John McCainTown HallRochester, NH - 07/22/08TRANSCRIPT:MCCAIN: "One of the great tragedies of recent history is not only Hurricane Katrina, but our failure to react to it, save lives, and help the people who experienced that great natural disaster. It's inexcusable and it will never happen again when I'm President of the United States. We need to have black industry more involved. You know that there are companies and corporations and businesses that provide regular services to people. We need to have the best people in America appointed to head these FEMA and other organizations, and no political appointees. We need to have a government that works to get state, local, federal, working together. One of the many breakdowns was a lack of cooperation between the different levels of government as a result, that took place after Hurricane Katrina struck. So there are many, many areas that we have to improve and fix. And we have to be prepared. My friends, we're not going to prevent a natural disasters, but we got to anticipate them and we have to be ready to go. And some of the fixes have already been implemented, some of them haven't. But that will be one of my highest priorities to make sure that no truck load full of water ends up in the state of Maine when there's a disaster in New Orleans. And I'd like to tell you we've seen the last hurricane to strike the United States of America, but we haven't. And so we have to be prepared."
