Responding to congressional pressure, the Bush administration on Friday said it is suspending oil deliveries into the government's Strategic Petroleum Reserve for the remainder of the year. (May 16)

not likly, only about 70,000 barrels of oil a day is going to comeing on to the market, even if u add about 500,000 to the market darily then it will propbly drop prices by one cent, no more beucase india and china will take oil the they can get thier hands on, if u pull out 30-50 million barrels more of oil daily that will cuase a save you about 50-60 cents, but will soon pick up agine because of such low prices india and china will increase demand so quickly.
