Replaced battery and rebuilt starter.Fuses aren't blown.What could it be?

Definitely a dead battery, you can tell from the sound and the way the dash lights take a few seconds to come back on, they go from very dim to bright.If you got the battery replaced make sure there isn't something left on like a trunk light or dome light. Even alarms can be a suspect.
